Looks like he probably has a glow plug or two out with all the white smoke it’s still pouring out after starting. That means one or more cylinders still isn’t firing.
@georgef551 does have a fairley new battery like 1-4 years old our 04 camry we had with a 6 year old battery that we traded this year started up with no trouble at 8 degress (F)

According to the dealership, my nearly 6 year old battery is still in excellent shape, physically, and charge-wise.
My car just doesn’t care for the extremely cold. It can start at -10(F), but it sounds ugly when it turns over.
Diesel engines and very cold weather are not always compatible. That’s why some use a block heater.

When it gets to the single digits (F), my car hates to start as well. It’ll do it, but it just barely has the cranking power to get the engine going.
Thats why I carry a can of ether on my bus.
my bus with an international diesel engine has a place to plug it in but my bus will start in single digits in the winter after sitting all night
Friend of mine got a brand new ford diesel f450 and it starts right up in -15. even -20

This is very nice , like how it`s trying hard to fire at each attempt . Sounds like bad glowplugs .

Ive always liked it when an engine gives that sound of almost starting but not quit there yet.
